Waco foundation has funding to help

As your city administrator I have been reaching out trying to find help for those with no means to fixing their water lines.  I spoke with someone from the EOAC and they said the Waco foundation has funding to help.  They told me to encourage everyone that is in need to at least apply.  You do not have to live in Waco.  I cannot guarantee you will get assistance but I encourage you to at least try!
